Every statutory figure lives in one settings table with its article reference beside it. The system enforces it, the payslip reflects it, and the offer letter cannot say something different.

Change a rule once and every payslip, offer letter and overtime calculation follows it. Nothing is hardcoded — which is why each country ships as a pack: Kuwait is ready today, and Saudi, UAE, Qatar, Bahrain and Oman follow as their rules are configured and verified. Every other module has no jurisdiction at all.
